Hello @Rebecca Groner. There is a Reference Implementation. There are still some tweaks being made, but it's _mostly_ correct.
This is the easiest way to spin it up: https://github.com/DBCG/cqf-ruler#docker.

Thanks! Is this considered an R4 FHIR resource? Any idea when it'll be good to go universally from HL7/FHIR?

Yes, it is R4.
I think it depends on what you mean by "good to go universally" It's currently in draft, undergoing STU1 balloting.
I don't know the plans for STU 2 - Normative. @Yan Heras ?

Hi @Rebecca Groner We are currently working on ballot reconciliation for STU1. We are also beginning requirement analysis for STU2 and plan to ballot STU2 hopefully in the Sept. ballot cycle this year. The Da Vinci Risk Adjustment community meets Thursdays 3pm - 4pm ET.
