I would like to see a formal relationship to the other management groups - as they're going to be coordinating/communicating/specifying many of the requirements that the terminology services need to satisfy.

"The TSMG will liaise with the product family management groups to ascertain the terminology requirements of the standards produced by HL7 and will liaise with the Implementation Division to ascertain the terminology requirements of the implementer community." might be good. Something that indicates where you're going to get direction for the needs you're setting up to meet.
