IHE has moved the Mobile access to Health Documents (MHD) implementation guide away from DocumentManifest, and now use DocumentReference and List.

note, this is a prediction... not a fact. The use-cases DocumentManifest were defiend for, work fine with List.

if you have questions, please poke me. DocumentReference is not specific to "CDA Documents", it is intended to enable describing/discovery of any kind of document or for any kind of object that is not a FHIR Resource (not to say it can't point at a FHIR Observation, that would just not be useful).

My understanding is that the DocumentManifest, created for supporting the IHE SubmissionSet (please correct me if I'm wrong), is no more needed for that purpose. But there are other cases where this resource is used to provide metadata for subject-level collection of documents (beyond IHE transactions)

Based on these experiences it has been used in the FHIR for FAIR guide.
But ok also to stay with the List solution.

IHE saw no one else using DocumentManifest... and without others using the Resource it would have never gone Normative. So we decided to use List for the purpose. As I indicated above.
