Is my understanding of this correct?
FHIR Core: Condition requires a clinical status if not entered-in-error, but only for Problem List items. Encounter diagnoses don't need it.
US Core: Encounter diagnoses are not exempted: all Conditions not entered-in-error require a clinical status.
VA: Visit (encounter) diagnosis has no status.
Options:
Send encounter diagnoses anyway, just don't assert conformance to US Core Condition.
Don't send encounter diagnoses.

per PC call 12/2: the text in 10.87.1.1 that led to my misconception is incorrect. The constraint is not visible on the Content page, but is on the Detail tab, and it aligns with FHIR Core.
