Breaking the ice in our new Patient Care WG stream by kicking off a discussion in response to http://community.fhir.org/t/resource-for-oxygen-administration/2972
Looking for implementer feedback on what FHIR resource is used to 1) order, 2) administer, and 3) measure oxygen.
Specific to Cerner, our answers would be 1) ServiceRequest, and 2&3) Observation.
Seeking input from other EHR vendors (e.g. @Emma Jones @Amit Popat @Danielle Friend @Daniel Rutz ) to see if they are also using ServiceRequest and Observation -- or if anyone, by chance, is using MedicationRequest/Admin or Procedure instead.

OO has talked about that recently, effectively key/value parameters on orders/ServiceRequest. I forget exactly where that landed... @Hans Buitendijk ?

This was discussed in OO HCP calls and yielded a JIRA that was accepted : https://jira.hl7.org/browse/FHIR-31584 Not yet applied. Then there is a new one based on discussion with Rob Hausam to align it better with ServiceRequest.code. That JIRA still needs to be put in. There are some other aspects in flight as well, one involving ability to state a goal for a specific service request which is likely to be an extension.

And to the original question, agreed that on the surface our data would look like ServiceRequest and Observations too. But Procedure is attractive from a modeling perspective, I think it conceptually seems like a good fit. Is it worth everyone trying to make their stuff fit that mold? I suppose that would have to be an IG with a dedicated purpose.
