i mean, you have to identify someone to make use of the SHC. otherwise it's just bytes flapping in the wind.

Maybe you actually mean 'an SHC is not intended to establish the identity of a person without additional identification material' or something like that

and then you could say 'we don't think that gender is necessary given that' - which is why gender would be optional. But when you prohibit it, you say, 'we believe that no jurisdiction can ever make a policy that gender needs to be represented', or 'if they do, we want them not to use SHCs'

yes that's clear enough. The wording in the minutes was the problem, though the minutes are not important.

re: gender, there are many, many ways to mis-use this as a field in the context of a SMART Health Card; because of this, in the US-based profiles we can be proscriptive. I don't expect this is true in all jurisdictions.

with regard to FHIR#33728:
the minutes say "leaning towards not persuasive based on the above". The task says:
As such, I think we should reconsider its destination as must support. I would be in favor of moving lot number from the data minimizing profile into the allowable data profile.
not persausive for both? I'd like to know whether that comment is about both. I think it shouldn't be must support, since real world implementations don't support it
