I would like to understand the approaches for QR code support.
SHC does its thing with FHIR bundle embedded (with Data Minimization profiles); verifier can be offline assuming they have previously retrieved /.well-known/jwks.json for "trusted" issuers.
https://github.com/ehn-digital-green-development/hcert-spec appears to use json (non-FHIR?) CBOR and Base-45 encoding
WHO SVC may be creating custom FHIR resources https://github.com/who-int/svc/blob/rc2/input/fsh/svc-qr-uvcei.fsh
Then there is the issue of code systems. What about (eventually) PHPID https://chat.fhir.org/#narrow/stream/207835-IPS/topic/PHPID
Should we recognize that the verifier is not necessarily the "bouncer" (policy enforcer)

Yes, but it has its own resource profiles - eg https://who-int.github.io/svc/refs/heads/rc2/StructureDefinition-svc-immunization.html - that are based on R4 core now, not IPS
