why is immunization status 'entered=in-error' allowed in this context? under what circumstances would that ever appear in a card?
Agreed -- issuers shouldn't create a card like "Grahame had a record that was wrong."

The status has a Required Pattern: completed, so it should not validate if entered-in-error is actually used. The required binding value set is inherited from core Immunization.
