Keep in mind that HL7 ballot sign-up is open, for folks interested in commenting on the FHIR IG -- http://www.hl7.org/ctl.cfm?action=ballots.loginchoice is the entry point (and there are... some docs here, but the process isn't the most intuitive.)

Is there a specification created in jira for this IG? (Will there be?) e.g.

I believe the plan is for all fhir implementation guides to ballot through this jira process -- and even without balloting, there should be a Jira "specification" value assigned to the Vaccination and Testing IG

We're also expecting to transfer the github repo for the IG to HL7 soon.
