took me a bit longer to pull together the updates for the point of care system submitting a vaccination event, but a __rough__ draft is here:

What you want to look at is the Submit Health Event transaction which is the submitting a bundle of QuestionnaireResponses containing the content to sign and QR-encode. (Annoyed that there are now two uses of QR.....). There is also the Retrieve Health Certificate transaction for a second visit (say with a different provider)
