I am reading the implementation guide to try to figure out how the vaccine certificates are issued and used and I am pretty confused:
https://who-int.github.io/svc/refs/heads/rc2/usecases.html mention 'generate a new pair of SVC document identifiers (Bundle,Composition)' - why two identifiers?
The same page has various arrows between verifier / SVC registry / SVC certificate generator etc - are this FHIR REST interactions? Operations?
Some of the interactions mention questionnaires / questionnaire responses but it is not very clear how those are supposed to be used...?
Is there some other document that details these things?
