reason for this is that while the openhie template is not trusted, we need to use a local template which is based on fhir-base. And the fhir-base template has been upgraded recently

I'm not sure if Instant should be in the IG. Workflows are not really instant-specific, they could be used by anyone with a FHIR server I should think. Maybe tests
or something like that - that Instant and other tools use? I'm not familiar with IG authorship.

I expect the composition will need further updates--I was expecting it to be COVID-19 specific (did you mean to say covid-ig or hiv-ig)? It may be possible to move some part to the base CR IG and then profile further in the COVID IG.

Is the Composition something that can be used generically by others, including the HIV stuff?

I suspect things like "it must point to a patient" can be generic, but "it must have observations of COVID co-morbidities" will be specific.

@Jose Costa Teixeira , summarizing a chat with @Elliot Silver the plan will be to have a generic Composition, Q and QR, Provenance profiles with some basic constraints in the case-report IG to show how they link and then profile those within the covid, HIV or other content profiles...

Yes, I think the Case Reporting can provide foundational constraints to explain how data is transformed and then grouped.
