In IPA project we're wondering what exactly should we write in chapter 5, Internationalization Issues (currently quite empty at http://build.fhir.org/ig/HL7/fhir-ipa/branches/main/internationalization.html).
Currently page http://build.fhir.org/ig/HL7/fhir-ipa/branches/main/ipa-by-country.html says
this specification makes specific rules around language, timezone, and how patient merge is handled that are not required by some or all of these specifications.
Would you mind sharing what you had in mind, what would be most important to include there?

More specifically, what do you think is the biggest risk if we don't require anything in this regard, rather just explain that these things are trivial but tough, and implementations vary? What is really the least bit we should specify?
