Is this IG intended to be data elements that the military service user would manage themselves? Is there a subset that they manage, vs a subset managed by military authorities?

I think you mean "self-reported" vs. "verified" @John Moehrke . And "yes", it supports both use cases.

Given that I am part of the MyHealtheVet program, I am interested in how that app could participate. So I am wondering if this IG is looking to define official records, or if there is some portion of the data that the patient themselves would be able to manage. I presume some of the data are needing to be official, hopefully readable by the patient

That would be a great idea. Hi @John Moehrke , you can join us now, during the connectathon, or we we could meet during our one of regular calls: Tuesday @ 11 am (Cross-Projects WG call or join us on the VA call on Wednesday at 3pm.
Incidentally, CDC is creating application to capture employment history - not FHIR enabled yet - but it could be a good enhancement for patient-generated information (i.e. self-reported employment).
