Topic: ActivityDefinition was changed but I can't vote about it

ActivityDefinition was changed in R4B but when I raise the issue, it won't let me vote on the issue. I suspect that ActivityDefinition is not in the list of artifacts that R4B changed so that's why it's not letting me vote on the issue?

I've added the resources with substantive changes to the ballot scope, so ActivityDefinition should work.
