In the IG, binding to Ophthalmology Location Qualifier ValueSet is required,, meaning that "To be conformant, the concept in this element SHALL be from the specified value set."
Laterality "unknown" is not listed, do we need an extra concept for this ?

unknown laterality is not useful clinically and will be ignored.
