I'm not sure the best way to make this suggestion, would people be agreeable if we had a 'commercial' code in http://build.fhir.org/ig/HL7/davinci-pdex-plan-net/ValueSet-InsuranceProductTypeVS.html for cases where we can't determine a specific flavor of commercial?
