Topic: Invalid XHTML content in generated narrative

@Saul Kravitz just had a look at 0.1.7 (and 0.1.8) and I noticed that our validator claims that the XHTML narrative text of the CapabilityStatement is invalid. I copy-pasted it into https://validator.w3.org/#validate_by_input and sure-enough, its complaining about the use of <br> tags between the list items
Element br not allowed as child of element ul in this context.
