There are network available both at product level and plan level?
The current samples provide network information at product level and not at plan level. Is it fair to assume that either of the networks only will be populated at a time?

There is an invariant that requires that an InsurancePlan define network(s) at either the product level, or at the plan level.
It is possible that both could be populated, in which case the (implicit, not explicit) interpretation would be the union of the two for each plan.

If an insuranceplan does not define a network, than each plan must define one -- There is a typo rather it should be then instead of than.
Secondly, the example present on the IG website doesnt make these points clear. It will be helpful if you can quote any real life scenario where this case will be valid. Where either of the two or both fields are getting populated.
