The description of the name field is: "Description of service as presented to a consumer while searching"
The search parameter description is: Select HealthcareServices with the specified name.
It allows search using the exact or contains modifiers.
Personally, I would expect that most searches or healthcareService would be by organization, category and specialty, the IG supports a search by name. Looks like the imaginative folks who built the sample data used in the reference implementation (see https://github.com/HL7-DaVinci/pdex-plan-net-sample-data) used the organization name.
