As per definition of HealthcareService profile - "The HealthCareService resource typically describes services offered by an organization/practitioner at a location."
But in structure definition, for providedBy element, the reference type specified is only Plan-Net-Organization.

Please suggest how to define providedBy element when HealthcareServices offered by Practitioner. May be we need to add the reference to Plan-Net-Practitioner as well in reference type. Please suggest.

Hi @Chetan Jain - Looks like a contradiction to me. Would be an issue for a service provided by a solo practitioner for whom there is no associated organization. Not sure whether the reference that is constrained to an organization reference can be broadened in a profile to include both Organization and Practitioner. https://jira.hl7.org/browse/FHIR-31691?filter=12627
