Working through some translation services, and wanted to ask about missing data. For example, if trying to generate a 'MeasureReport' for the CDC measures, and the number of C19 Deaths is not available, should the group be present without a measureScore, or should the group not be present?
By default I lean towards having the group present without the score, thoughts?

Examples I'm producing actually have the group present with the score and a dataAbsentReason extension, but I think either is acceptable.
I do the same for population.count.

We can define what submitters ought to do, but I think receivers should accept as valid messages that don't have groups for missing data or have groups but not dataAbsentReason.
