Given that SANER is a US IG, it is not strange to be requiring US-Core Location. However given that MeasureReport.subject is forcing the use of .identifier and not .reference; it seems strange to force US-Core Location Profile. Seems we should either require .reference to a US-Core Location profiled Location, or we should not require US-Core Profile

Wait, is SANER a US IG? I know the first two Measures are for reporting to US agencies, but is anything about the IG inherently US only?

The project is universal but the IG is currently based on USCore. There's nothing specific except the reports for FEMA and CDC that are US centric

is that debatable? I seem to recall the PSS was US specific... so I agree that the guts of SANER should work for any population-health.. today it is definitely US centric..... That said, can we remove this requirement for Location to be US-Core? Im happy to make a issue, or even PR

The SANER ResourceLocation Profile is based on the US Core Location Profile, so removing all us core requirements would require some more profiling work than just fixing references. This is probably old news, but just wanted to make sure we realize that too.

We can remove the dependency on USCore, and then call out specific USCore profiles where needed for individual measures or reports as needed.

either way... Location should not be restricted to US-Core... especially since our scope is population health, not healthcare practice

A key part of the SANER mission is to provide specific profiles for reporting to CDC and FEMA, right? I just want to make sure we don't lose sight of the practical end-to-end need in the discussion about generalization.
