As various of the expected data points of interest to COVID-19 when we go beyond bed capacity number reporting are numerator/denominator, any value to use MeasureReport for both, rather than Group for some, MeasureReport for others? What was the intent of the difference between these two to make a choice (one, the other, or whichever fits)?

Funny, I was also thinking that if we only want the numbers, well, MeasureReport would be an alternative.
I think the scope is more than the totals. I't a breakdown by type or location.

We've seen that Group is not adequate in the long term, but it's close enough

I think for roll-up counts, the MeasureReport seems like a good fit -- @Keith Boone though I expect you considered this in your design?

For this bed capacity use case Group looks sufficient. For others that need numerator/denominator, it will not be (unless you use multiple properties rather than the construct MeasureReport already has). MeasureReport does not require denominators, can just be a number, so seems appropriate as we are reporting on measures effectively.

Also being able to facet beds, e.g. based on availability status would be a nice bonus (rather than defining multiple instance of a Group
resource per facet). That faceted reporting something MeasureReport enables directly.

MeasureReport is not really more complicated while with there is also increased use of MeasureReport with DEQM/Da Vinci that would make that consistency from the start appealing.
