Hello,
I am new to this community. I have a question regarding 'Is-modifier'. According to https://www.hl7.org/fhir/allergyintolerance.html page, clinicalStatus and verificationStatus are required fields with Cardinality 0.1 and both have Is-modifier status.
Should we provide error if AllergyIntolerance resource does not have listed those elements.

Even though those values have 0..1 cardinality, in terms of record - those are required as defining elements.
