Is it possible to create a ValueSet from a LOINC panel? Maybe something like

FSH is just providing a syntax that maps to the standard ValueSet composition rules. I'm not much of a terminologist, so I can't really comment on the proper way to create a ValueSet from a LOINC panel. You might want to review Using LOINC with FHIR and if the answer is not there, consider asking on the #terminology stream. If someone can tell you how you represent it in the ValueSet resource, we can help you find the right FSH syntax for that.
