Can anyone point me to the US Federal guidelines- if they exist- about this measure? Are there US guidelines about when we must support this? I've been looking at the ATR itself , not the US rules about it and having a hard time piecing together what the US rules are, if they exist?

I am not aware of any specific US guidelines about Member Attribution currently.
