Our definition process for resources focuses very much on using existing systems to decide what should be part of a resource, and what should left to extensions. But we have quite a number of resources that don't really have existing systems - they are cutting new ground.
There's a feeling that we should document a different process, or at least, variations to our existing process, for these resources. This is a place to discuss those chagnes
