We could put "payer updated policy" in meta.lastUpdated - that seems semantically right. But might the meta refer to the instantiated resource, rather than the underlying business object? In which case the newly instantiated resource has no update date. @Lloyd McKenzie ?

This suggests it's the resource update, so it doesn't support the requirement.

Meta definitely applies to the resource instance, not to the business object. All of the data in meta (version, lastUpdated, profiles, tags, etc.) are specific to the particular instance on the particular server.
