Topic: claim.subType cardinality in R4

why have cardinality of claim.subType changed to 0..1 in R4? Currently we implement STU3 and use .subType codeable concept array to catch different and unrelated axis of claim classification like Paper/Electronic, Primary/Secondary and so on. How we are supposed to store this data in R4?
