We have a lot of plan characteristics to map into a FHIR interface. Some of them could be considered plan "requirements," but InsurancePlan.coverage.benefit.requirement seems
a) inappropriately specific to particular benefits and
b) a string, where we have them modeled as coded questions.
Does FM expect these should all be extensions, or should there be some kind of plan characteristic property?
E.g.,
AMBULATORY CARE CERTIFICATION (Y/N)
PLAN FILING TIME FRAME (~quantity)
IS UTILIZATION REVIEW REQUIRED (Y/N)
IS PRE-CERTIFICATION REQUIRED? (Y/N)
EXCLUDE PRE-EXISTING CONDITION (Y/N)
BENEFITS ASSIGNABLE? (Y/N)
