Topic: Da Vinci PAS and base CoverEligibility* resources?

I was taking a peek at https://build.fhir.org/ig/HL7/davinci-pas/specification.html the other day and was wondering why it's not using CoverageEligibilityRequest and CoverageEligibilityResponse. I'm just curious -- don't actually need to support this use case, myself -- but nevertheless wondering if anyone knows?
