This applies not only to the FHIR (or CDA) IPS IGs, but also to the IPS dataset as described by the EN 17269 (and likely in the future IPS ISO standard).

I hope we could start discussing soon (after the ballot ?) on how we should proceed to remove these ambiguities. In some future version of the FHIR IG we might for example create two layers of profiles: those directly used in the IPS FHIR document and those that represent in FHIR this set of minimal and non-exhaustive building blocks, potentially reusable beyond the IPS case. The same approach could be followed for the CEN (and future ISO) IPS dataset as well.
