The only reference to _history is in the CapStmt in the context of an example of vread: https://www.hl7.org/fhir/http.html#vread
Support for vread is a SHOULD (not a SHALL) requirement for all plan-net profiles.

Provenance can be used without support for _history. It is less helpful because Provenance does not replicate the old and new data. But it will explain each step

There is no mention of Provenance in this IG. Not a shall, should, or may. Not sure what the general rules of the road are.
