You publish as part of each new edition an overview of the changes "Release Notes", thanks for that. Do you have a more comprehensive change list (a diff) of all of the changed pages/changes applied for each build?

Hopefully QA will be fixed and be similar to USCore. That way, you can see all the changes between the current version and the last approved.

Currently the versions are just discrete jumps in the state of the CI build, not any official versions.
The versions in the build track the versions of the source in github. So, you can always do a diff in github, e.g.: https://github.com/HL7/carin-bb/compare/master...v0.1.10
