No sure. I think it is only for current members, but there should be a way for the data to transfer from the previous payer(s) to the current one

Yes for payer to payer data exchange active and inactive both apply. Want to confirm on the Patient Access API data request via Third party app

Yes. What I meant is that if the data moves from payer to payer there is no real reason for a member to try to connect to its previous payers to get data, because the data will be at its current one
