Does anyone have feedback on what is expected data for ExplanationOfBenefit.created?
Is it:
- the date the actual FHIR EOB resource is created in the FHIR server;
- the date the claim is processed/adjudicated within your claim engine;
- other?

I agree - the date of actual resource creation is meta.lastUpdated, which the IG calls out for search filtering when the client wants incremental updates. The created field is the date of the claim, typically the adjudication date.

This date should reflect the information related to the business process, as opposed to a FHIR resource/transaction process. In other words, for the purpose of this spec, it should be the creation of the EoB in relation to the adjudication process. I would expect for most systems it would be the date of the initial adjudication.
