The EOB.related. reference element, according to the description, allows a reference to claims for related services. However, the EOB.related.relationship has only prior and replacedBy codes with the required binding. What relationship code related services will have?

As you note, this IG restricts the use of related to claims that preceded the one the EOB is about; Either for the same intended suite of services (prior) or the related claim has been adjusted (replacedby) or merged to another claim number.
The IG does not specify a means to provide other types of related or otherwise associated claims.
