The 3 UM attributes defined in the FormularyDrug profile

  1. PriorAuthorization
  2. StepTherapy
  3. QuantityLimit
    is linked to the RxNorm Code.

But in General, the UM is defined in a Specific NDC level. The RxCUI does not have the UM elements defined in the system. How to define the UM values into RxNorm code level?

The IG follows the definitions in https://github.com/CMSgov/QHP-provider-formulary-APIs wherever possible, including those for both the Utilization Management information and the use of RxNorm Codes.
If that doesn't work, I suggest creating an issue against the IG in jira.hl7.org for consideration for STU2.
