Will the List resource ever be changed to a more meaningful name?
Regarding the subject and encounter references in the List resource: Is there any guidance on whether we should maintain two copies of the same CoveragePlan? One for the shopping experience without the subject and encounter references. A second copy of the same CoveragePlan profile for the member-specific use case?

What would be a more meaningful name? List is used for problem lists, allergy lists, med lists and lots of other things. The name must be the same everywhere it's used.

Hi @Mark Neumuth . I'll leave the issue of FHIR resource naming to the experts.
Regarding the subject and encounter references -- they are neither required (minimum cardinality >0), nor MS.
The IG currently (partially) addresses the 'shopping' scenario that is not required by any CMS rule or proposed rule, and does not directly address the behavior for the member-specific (member has authenticated) use case. See FHIR-31073
