Which one is right?

The artifacts is listing SearchParameters defined in the IG.
The CapStmt is listing the complete set of required search parameters.
Both are right ;-)

CapStmt is definitive.

Can you tells us why you choose to only include the "new" search parameters on the search parameters page? Other IG's list all of the search parameters on the search parameters page. Having different IGs doing things differently makes it hard to use knowledge gained from one on the next.

In general the definitive statement of search parameter requirements is the Capability Statement, but a case can be made for including all. Will note for future updates.
