This may be a quick question but why do DrugFormulary & DrugCoverage controlled vocabulary have a different structure than other controlled vocabulary structures? For example:
So some most vocabularies have a structure of Code/Display/Definition but

DrugFormulary & PlanCoverage skip the Definition, leaving Code/Display left. And it seems like the Display is really the definition.

though http://hl7.org/fhir/us/davinci-drug-formulary/STU1.0.1/ValueSet-DrugTierVS.html still has the artifact of Definition.

Will DrugFormulary & DrugCoverage become more consistent with the FHIR standard which also seems to be more practical?
