There is only one value so far. The value set binding is currently Extensible -- maybe Example is better. We distinguished the Citation from the citedArtifact. It is not clear if the Citation itself will have a heavy use of classification element. However we discovered one additional code needed (medline-owner) as we evaluate the MEDLINE citations which contains a classification for who "own" the citation within that system.
