For CPT and now NUBC code the publisher won't expand due to IP restrictions.. We (US Core will get several comments re this.. would like to propose a way to publish that IP restrictions prohibit it. Is this an existing tracker , can we discuss, make an issue?

You can put a comment in the value set. Dunno how the TX server would know why the CodeSystem can't be expanded. @Grahame Grieve?
