The file CodeSystem-v3-snomed-CT.json says that the URL http://snomed.info/sct is for the SNOMED CT International Edition, but it's not for the international edition so this is wrong

Hmm. do you mean it's not only for the international edition (i.e. it applies to all SNOMED CT editions) ?

Right, then the issue is that THO/UTG has a single record (like the one you're referencing) for specific code system. It does not support records which apply to a "family" of code systems. Accordingly, we will need to add records for each edition and they will all have the same system URL (http://snomed.info/sct)

As far as I understand, for International Edition specifically, it's URI is http://snomed.info/sct/900000000000207008. For SNOMED CT (the entire "family" of editions), the URI is http://snomed.info/sct. The issue here, I think, is that we have a THO resource specifically for the SCT International Edition that has the base URL but no codesystem.version (i.e. 900000000000207008) information to accurately represent the international SNOMED edition.

well, I don't think you need to go ahead and create all the variants, though you certainly can. The base one should just say something like "SNOMED CT Family" or something similar
