Pursuant to today's questions during the call regarding CodeSystems and the steward extension...
Parsing through the follow codeSystem folders found in the GitHub sourceOfTruth subfolders for v2, v3, fhir, and unified:
797 CodeSystem resource files.
561 of them have the steward extension.
Only 2 list vocab as the steward (v2-0396 and v2-0353).
The set of all stewards found: ["brr", "cbcc", "cds", "cg", "cqi", "fhir", "fm", "inm", "mnm", "oo", "pa", "pc", "pher", "phx", "sd", "sec", "vocab"]
If any of this sounds wonky, let me know. More granular info wouldn't be too hard either, just let me know what you want to know.

With respect to the notion of using CodeSystem.publisher to indicate the steward...the current cardinality of CodeSystem.publisher is 0..1. That doesn't support any of the CodeSystems for which there is more than one steward currently listed, of which there are currently 37.

vocab should be the steward for everything in THO, and the other committees are all interested parties

As I understand it, part of the goal of using steward in THO is to know which WG to go to for approval to make changes. So for example if a WG had a value set in THO for an ig, they’d be the ones voting to approve the ticket before it goes to consensus review rather than every change requiring a vote from vocab.

@Grahame Grieve Vocab is not the steward for much at all. @Marc Duteau has it right. With few exceptions that tend to be global things, the WG responsible for content, meaning the WG that sponsored the work that lead to the content, SHALL be the steward for the code systems created.
