Did the Genomics Panel Obs profile get renamed/replaced as Observation Grouper? If not, is Genomics Panel removed? I do not see Genomics Panel in the draft specification anymore.

Yes it did get renamed. It was part of the gForge issue that @James Jones referenced in a previous thread this week.

Apologies for the delay in that update, it was decided to be updated to this some time ago. Final textual guidance and examples are still under review and will be uploaded next week hopefully.
