In my FHIR-patient-corrections.xml file, what should I supply for the "url" attribute when the spec has not yet been published? Should I put the address I expect the spec will be at when it's published, even though there is nothing there now? buildLocal complains if I try to leave it blank.

Yes. Specify the canonical URL for the specification.
