That one yells at you that you don't have vote info - you've got a vote date, but no vote. Jira used to allow that in a bulk edit, but now it requires a transition- which will yell at you if you violate the rules. We need to get the vote info in there. (Should fix any others in the same boat while you're at it :))

According to the Jira-Spec-Artifacts file, the CI build is http://build.fhir.org/ig/HL7/US-Core, however it's currently http://build.fhir.org/ig/HL7/US-Core-R4. Which is it really? (It ought to not be version-specific...)
