Is it possible for project leads to be given the rights in jira to be able to propose resolutions and to mark items applied?

Yes. If a work group wants a member to be given permissions as a 'facilitator' for a particular project, just have them send an email to me or to the webmaster, ccing a co-chair, asking to have "Trusted user" status
